Sailing Race Notice 2011

Organizing Authority: Newport Boat Club

Racing will take place on some bank holidays and most days during August. Full details are given in the published Sailing and Boating Calender.

1.0 RULES

1.1 The racing will be governed by the 'rules' as defined in ISAF 2009-2012 The Racing Rules of Sailing.

1.2 Competitors should note that Newport Boat Club implements the RYA Racing Charter and that they will be required to undertake to sail in compliance with the Charter, which can be found at the front of the RYA rule book (Racing Rules of Sailing 2009-2012).

1.3 The Sailing Instructions will alter the following rules: 26, 35, 61.1(a), 62.1(a), A4 & A5. The changes will appear in full in the sailing instructions. The sailing instructions may also change other racing rules.

1.4 The PY number used for ratings will generally be those in the latest information from the RYA, but the Sailing and Boating Committee may vary these as deemed appropriate.

2.0 ADVERTISING

Advertising will be restricted to Category C.

3.0 ELIGIBILITY AND ENTRY

During some races or series, boats will be dived into two fleets, a slow handicap fleet for boats below Portsmouth Yardstick (PY) 1205 and a fast handicap fleet for boats over PY1206. There are no upper or lower limits on the PY. Others races may be specific to age, gender or boat class. Full details are given in the published sailing Calendar.

4.0 FEES

The NBC Members entry fee (known as ‘gun money’) to race is £15 for the season (Beginning May to End Aug) or a charge of £3 per race. Non club member’s a fee of £30.00 per season or £5.00 per race. Each boat must be entered and the fee paid before she is eligible to race.

5.0 QUALIFYING SERIES

There will be series races for each fleet for the three weeks commencing on Sunday 1st August 2010. Each series shall consist of eight races or less.

6.0 SCHEDULE

The race times will be published in the Sailing and Boating Programme and on the Race Information Board.

7.0 MEASUREMENTS

The helm of each boat shall be responsible for ensuring that their boat complies with the class association rules and if requested produce a valid measurement/rating certificate appropriate to the boats class.

8.0 SAILING INSTRUCTIONS

The Sailing Instructions will be available at the Club on the day of racing, or can be downloaded from the club website.

9.0 SCORING

9.1 The Low Point System of Appendix A will apply.

9.2 Two races are required to be to constitute a series.

9.2a When fewer than two races have been completed, a boat’s series score will be the total of her race scores.

9.2b When three or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

9.3 If a helm or crew does not race due to being a Race Office, Assistant Race Office or Rescue boat crew they will be awarded average points for the races they have sailed and completed during that series.

10.0 SUPPORT BOATS

A support boat may be use to for coaching novice helms, but approval from the duty or race officer much be sort before the days racing begins. This will not constitute outside assistance.

11.0 BERTHING

Craft must be on a well maintained trailer, with fully inflated tyres and displaying a 2010 parking permit. Craft must be removed from the NBC grounds by 30th September. Craft not displaying a permit will be removed.

12.0 RADIO COMMUNICATION

Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications. This restriction also applies to mobile telephones.

13.0 PRIZES

13.1 Prizes will be awarded on August Bank Holiday Monday. Prizes will be awarded to the helm of first place for each series or event. Additional prizes may be awarded.

13.2 The club trophies will be retained at the club and displayed in the club. A list of winners will be published in the Sailing & Boating Programmer for the following year.

13.3 Prizes may be awarded for special or additional races or events during the year.

14.0 DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta.

15.0 INSURANCE

Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £3 million third per event. A declaration regarding this cover shall be signed by each owner/person in charge before taking part. The Certificate of Insurance should be available for inspection by an officer of the Club and or the Race Officer.
